Winter Storm Warning
Statement as of 04:10 AM EST dna 04 Marec, 2015

... Winter Storm Warning remains in effect from 7 PM this evening
to 1 PM EST Thursday...

* timing... colder air will move in from northwest to southeast
this afternoon through tonight... changing precipitation from
rain... to a mixture of freezing rain... sleet... and then to snow.
Freezing rain and accumulating sleet will begin Wednesday
evening... transitioning to all snow from just after midnight on
Thursday through the overnight hours. Snow should lighten and
taper off by Thursday afternoon.

* Snow and sleet accumulations of 3 to 8 inches... the highest
snow and sleet accumulations generally north of the Cumberland
Parkway to hal Rogers Parkway to KY Highway 80 corridor.
Accumulations of ice from freezing rain of a tenth of an inch or
less are also expected.

* Impacts... snow of this magnitude will make travel difficult to
treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with widespread power outages
possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

Statement as of 07:19 AM EST dna 04 Marec, 2015

The National Weather Service in Jackson KY has extended the

* Flood Warning for urban areas and small streams in...
Clay County in southeastern Kentucky...
Perry County in southeastern Kentucky...
Johnson County in northeastern Kentucky...
southwestern Knott County in southeastern Kentucky...
southern Lee County in southeastern Kentucky...

Martin County in northeastern Kentucky...
southeastern Morgan County in southeastern Kentucky...
Magoffin County in southeastern Kentucky...

* until 715 PM EST Wednesday

* at 714 am EST... Doppler radar indicated heavy rain moving across
parts of the warning area. As much of three quarters of an inch to
one inch of rain has already fallen. Up to another inch could fall
by mid afternoon. Rainfall rates of one quarter to a half of an
inch per hour on the already saturated ground will likely
overwhelm ditches and culverts. Small streams and creeks should
also flood with this additional rainfall.

* Some locations that will experience flooding include...
hazard... Paintsville... Prestonsburg... Jackson... Salyersville...
Manchester... Hindman... Inez... Hyden... Booneville... Mason...
Wheelwright... Pippa Passes... Vicco... Warfield... Allen...
BUckhorn... Bush... Corn Fork Hollow and Cressmont.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.
